      • Stephens Ranch, LLC Easement Application (pdf - January 4, 2010)
        DNRC - Conrad Unit has received an easement application for unrestricted access for all legal purposes for access across state land to private land. The purpose of the easement is to allow for access to private land for land value appraisal purposes. Following a land value appraisal, Stephens Ranch LLC plans to sell a conservation easement to the US – FWS on the surrounding private property. The proposal includes use of an existing road that crosses 1389.7 feet of state land in section 33. The access will also include crossing 2643.4 feet of state land (with no existing road) in section 36. It is DNRC’s understanding that the access route will not be developed and/or ever used for the intended purposes. Easements are needed in order for the applicant to capture full market value of the private property, and the then a conservation easement will be sold to limit the development of the private property…
